The Office of the City Administrator serves as the operational arm of the City Mayor, ensuring that the
programs, policies, and priorities of the City Government of Calapan, under the leadership of current City Mayor
Attorney Doy C. Leachon, are efficiently implemented. It is tasked with providing overall management support,
coordinating inter-office functions, and ensuring that public services are delivered effectively, transparently, and
in accordance with law.

A proactive and highly-coordinated City Administrator’s Office that ensures every directive of the Mayor is transformed into efficient action, fostering an administration that is orderly, responsive, and
trusted by the people of Calapan.
Mission
To serve as the central coordinating office of the City Government by:
Overseeing and harmonizing the operations of all departments and offices;
Ensuring the timely and faithful execution of the Mayor’s policies, programs, and projects;
Upholding the principles of integrity, transparency, and accountability in all administrative functions;
Providing strategic advice and operational support to the Mayor for effective governance;
Delivering services that reflect the administration’s commitment to “Maayos na Bayan Sigurado” and “Aksyon Agad II.”
Mandates and Functions
Under the Local Government Code of 1991, the City Administrator is mandated to: ➢ Assist the City Mayor in the coordination and supervision of all city departments and offices. ➢ Develop plans and strategies and recommend them to the City Mayor for the efficient and effective management of the city’s resources. ➢ Oversee the implementation of policies, programs, and projects approved by the City Mayor. ➢ Monitor and evaluate the performance of all offices and ensure compliance with service standards and legal requirements. ➢ Establish coordination mechanisms among different offices, national agencies, and other stakeholders to promote effective governance. ➢ Provide policy and operational advice to the City Mayor on matters concerning administration, public service delivery, and organizational improvement. ➢ Facilitate public access to city services and address concerns requiring inter-office or executive-level action. Through these functions, the Office plays a pivotal role in bridging the gap between policy formulation and day-to-day governance, ensuring that the City Government of Calapan remains responsive to the needs of its people.
About the City Administrator
Mr. Angel “Bobie” Miranda Navarro, born on August 23, 1964, is a seasoned public servant with extensive experience in local governance and administration. Before his appointment as City Administrator of Calapan, he served as Municipal Administrator of Naujan, Oriental Mindoro from 2013 to 2021, where he was instrumental in streamlining administrative processes and enhancing public service efficiency. Mr. Navarro holds a Bachelor of Science in Business Administration, Major in Accountancy from the University of the East, equipping him with a strong foundation in financial management, organizational systems, and public accountability. His combined expertise in administration and finance continues to guide his leadershipin the effective management of the City Government’s operations.
