• GAD Introduction

    The City Government of Calapan remains steadfast in its commitment to advancing gender equality and empowering all sectors of the community. Through the implementation of targeted policies and inclusive programs, the City’s Gender and Development (GAD) initiatives aim to eliminate inequalities and build a community where every individual—regardless of gender—enjoys equitable access to opportunities, services, and participation in decision-making.

    GAD Mandate

    The City Government is committed to implementing gender mainstreaming as required by Republic Act No. 9710, also known as the Magna Carta of Women. To support this goal, a series of activities will be held to help the City Gender and Development Council and other stakeholders identify programs, projects, and activities that respond to gender issues.

    The Gender and Development Division seeks to enhance capacities and address issues related to gender and women’s rights. These efforts contribute to reducing gender disparities across economic, social, and political spheres. Its primary objective is the empowerment of women, which necessitates strengthened partnerships with government institutions and other organizations.

    Enhancing women’s economic opportunities requires improved access to employment, a supportive business environment, and financial services responsive to their specific needs. Many development initiatives depend on the support of the government, the private sector, and non-profit organizations. To establish such partnerships, organizations are generally required to submit proposals that undergo evaluation through a competitive process.
