The passage of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, effected the devolution of the Department of Social Welfare and Development’s (DSWD) basic services to local government units. In line with this mandate, the City Social Welfare and Development Department (CSWDD) serves as the local arm of the City Government of Calapan, upholding the protection of social well-being and delivering basic social welfare programs and services to the disadvantaged sectors of the community.
