The Community Affairs Office (CAO) serves as the primary link between the City Government and its communities, ensuring that policies, programs, and initiatives are understood, accepted, and actively participated in by the people. The office facilitates citizen engagement, coordinates grassroots activities, and strengthens partnerships between local leaders, civic groups, and the City Government to achieve inclusive development under the administration of current City Mayor Attorney Doy C. Leachon.

Mission
To serve as the bridge between the people and the City Government by:
Facilitating meaningful dialogue and collaboration with communities;
Ensuring that public concerns and aspirations are heard and acted upon;
Organizing programs and activities that promote unity, civic responsibility, and local pride;
Strengthening partnerships with barangays, civic groups, and organizations for shared progress;
Upholding the administration’s commitment to “Maayos na Bayan Sigurado” and “Aksyon Agad II” in every community initiative.
Mandates and Functions
Under the City Government’s organizational structure, the CAO is tasked to:
Promote active community participation in local governance and development programs.
Serve as liaison between the Mayor’s Office and barangay leaders, civic organizations, NGOs, and other community stakeholders.
Coordinate and facilitate events, consultations, and forums that bring government services closer to the people.
Organize and support community-based programs in health, education, livelihood, culture, and environmental protection.
Gather feedback from communities and relay it to the Mayor and concerned offices for policy or program adjustments.
Strengthen civic engagement by fostering volunteerism, solidarity, and collective responsibility.
Assist in conflict resolution and mediation within communities in coordination with barangay officials and other relevant offices.
About the Community Affairs Officer
Mr. Angel “Bobie” Miranda Navarro, born on August 23, 1964, is a seasoned public servant with extensive experience in local governance and administration. Before his appointment as City Administrator of Calapan, he served as Municipal Administrator of Naujan, Oriental Mindoro from 2013 to 2021, where he was instrumental in streamlining administrative processes and enhancing public service efficiency. Mr. Navarro holds a Bachelor of Science in Business Administration, Major in Accountancy from the University of the East, equipping him with a strong foundation in financial management, organizational systems, and public accountability. His combined expertise in administration and finance continues to guide his leadershipin the effective management of the City Government’s operations.
