CITY TREASURY DEPARTMENT

VISION:

            A sole catalyst and an authority on revenue collection and disbursement of the funds that are responsible, courteous, office-quality service to tax-conscious citizenry and legal clients, encourages transparency on tax policies and procedures, including generated income and expenditures of the City Government of Calapan.

MISSION:

OBJECTIVES:

            The office aims to increase the collection of revenues over the total estimated income for the budget year. Thus, strives to improve the tax information system of the city and recommends measures to enhance revenue collections.

BRIEF DESCRIPTION OF THE OFFICE:

            The City Treasury Department is headed by the City Treasurer Nicasio D. Catapang, and assisted by the Acting Assistant. City Treasurer Mary Suzette C. Lopez. Composed of fifty-two (52) personnel, forty-eight (48) are holding permanent positions, and four (4) of them are job orders. The office is divided into four divisions, namely: Administrative Division, Local Treasury Operation Division, Cash Disbursement Division, and the Revenue Division. The City Treasury Department has three (3) satellite offices, which are located at the City Public Market, Calapan City Command Center, and Calapan Port.

One important government agency in charge of overseeing the city’s financial resources is the City Treasury Department. It is responsible for making sure that revenue collection and fund management are done effectively and efficiently, and it serves as the custodian of all local government funds. In addition, the CTD is essential to the upkeep of the city’s financial records and the enforcement of local tax laws.

Key Responsibilities

  • Revenue Collection:

The City Treasury Department is in charge of gathering all local taxes, fees, and other revenues owed to the city, including business taxes, real property taxes, and various miscellaneous fees. 

  • Fund Management:

The City Treasury Department oversees the management and protection of all city government funds, ensuring they are distributed and utilized appropriately.  

  • Financial Oversight:

The City Treasury Department provides guidance to the local government on financial issues, such as the allocation of funds and other financial matters. 

  • Tax Information Management:

The City Treasury Department keeps the city’s tax information system current and accurate by maintaining and updating records. 

  • Compliance and Enforcement:

The City Treasury Department enforces local tax laws and ensures that businesses and individuals comply with them.

  • Financial Reporting:

The City Treasury Department generates and presents routine financial statements to the local government and other pertinent authorities. 

Essentially, the City Treasury Department serves as the financial backbone of the city, maintaining its financial health and aiding in the execution of local government initiatives and projects.

FUNCTION OF THE CITY TREASURY DEPARTMENT:

The City Treasury Department is concerned with the implementation of policies, rules, and regulations in local government finance. It has the control over all programs, project and activities in the disposition of Local Treasury Operations and enforces all laws and ordinances being the collecting arm of taxes, fees and charges as embodied in the City Revenue Code of 2011 and perform other matters concerning public finance, that includes the submission of reports and the responsibility to disburse funds of the city. Our office is also responsible for the inspection and examination of books of accounts and other pertinent records of private commercial and industrial establishments concerning the implementation of the City Ordinance No. 11-18.

In addition to its main functions, the City Treasury Department has a role in the National and Local Elections under the Omnibus Election Code.
