On February 14, 1997, by virtue of Executive Order No. 20, the Municipal Trade and Industry Office (MTIO), whose thrusts were focused on industry and investment development to improve the living conditions within the locality, was started as a line office under the office of the Mayor. The MTIO, now the City Trade and Industry Department (CTID), serves as the Local Economic Development and Investment Promotions (LEDIP) unit of the City Government of Calapan.

The Consumer Education and Information Seminar, held annually in the month of October as part of the Consumer Welfare Month, aims to empower Calapeño consumers
by informing them of their consumer rights, responsibilities, and smart buying practices through a series of seminars held in the vicinity of selected barangays. Aside from the mentioned topics, the seminar also includes information and know-hows in filing consumer complaints and being informed and responsible consumers.
In order to provide Calapeños reference for checking prices of basic necessities and prime commodities in supermarkets, mini groceries, public market stalls, pharmacies, fuel refilling stations, and hardwares, CTID’s Consumer Welfare Services Section regularly conducts regular weekly price monitoring activity every Tuesday, which then is posted in the City Trade and Industry Department Facebook page. This ensures that prices remain fair, helps detect sudden increases or overpricing, and protects consumers from abusive pricing practices.
Part of CTID’s commitment to promoting consumer rights is addressing their grievances and complaints against unfair practices. The department’s office in the City Hall, as well as the Facebook page receives consumer complaints which are then communicated to the concerned establishment/s. CTID and the City Legal Department also serve as mediators between the consumer and business establishment during settlement meetings.
● Building Entrepreneurial Skills and Talents of Kids (BEST Kids): The first and only entrepreneurial competition for students implemented by an LGU in the Philippines
With the primary goal of promoting the culture of entrepreneurship as early as in the teenage years among Calapeños and mold them into future business owners who will generate employment for Calapeños, the City Government provides seed capital to groups of senior high school students, which they use to launch business ideas, guided by project proponents and teacher coaches. By the end of the five-month period, the seed capital is returned to the City Government, and winners are chosen through on-site and panel presentations.
The City of Calapan’s business sector plays a significant role in driving the economy and in nation building. Recognizing the vital role of entrepreneurs and of women in business in community building, the City Government of Calapan, through the City Trade and Industry Department and in partnership with other departments within CGC, implements this project to recognize Calapeño businesses with valuable and notable contributions in the business sector. Businesses from defined categories are given awards and recognitions after undergoing a rigorous selection process.
In order to receive and address the grievances of the city’s business sector, the department holds consultation activities with business owners and business related groups within the city. These grievances are then relayed to the concerned agencies in order to create a harmonious business environment in Calapan City.
With the goal of creating market opportunities for local MSMEs/producers and bridging them with other local and regional/national producers, creating possibilities of involvement in a sustainable value chain, CTID facilitates local trade fairs and participates in regional and national trade fairs organized by various agencies.
