INTRODUCTION
The City Library was established in March 2002, coinciding with the celebration of Calapan’s 4th founding Anniversary as a city. Its primary objective was to provide sustainable learning and development to the Calapeños.
In 2022, the City Council passed Resolution No. 100, series of 2022, which institutionalizes the establishment of the City Public Library of Calapan as a division under the office of the City Mayor.
As a staunch advocate of literacy for sustainable learning and development, the City Library consistently implements a broad spectrum of programs, projects, and activities that directly benefit the Calapeño community.

Library Advocacy Programs (LibVoc Program)
- Summer Workshops for Children
The City Public Library of Calapan (CPLC) has been instrumental in promoting literacy and creativity among children in Calapan City through its annual Arts and Crafts Workshop and Basic Reading Enhancement Programs. These initiatives aim to provide children, especially those in underserved barangays, with opportunities to develop their reading skills and artistic talents during school breaks. The programs typically feature a combination of arts and crafts activities—such as bead and accessory making, fabric heat press, and painting—and reading enhancement sessions that focus on comprehension, spelling, and vocabulary development. Through collaborating with local barangay officials and community leaders, the CPLC ensures that these programs foster a love for reading and self-expression among the youth. Through these initiatives, the CPLC reaffirms its role as a dynamic center for learning and creativity in Calapan City.
- Library on Wheels
The Library on Wheels program is designed to promote literacy and nurture a lifelong culture of reading among young people in the barangay. Through the provision of mobile access to diverse books and educational resources, the program upholds equal learning opportunities for all, irrespective of geographic or socioeconomic conditions. It aims to address disparities in resource availability, cultivate intellectual curiosity, and advance the academic development of the youth in Calapan.
- Book Donation Drive
With continuous support and positive reinforcement to the community, the quality of educational services provided will be further strengthened. It helps bridge access disparities and foster inclusive learning environments within the City of Calapan.
