A City Legal Department, headed by a City Legal Officer, is the chief legal counsel for the City Government of Calapan. The City Legal Department provides excellent, proficient, ethical, and efficient legal services to the Mayor, the City Council, and other City officials in relation to their official duties and functions. With the administration of City Mayor Doy C. Leachon, Ms. Marian Teresa Tagupa (Officer-in-Charge) headed the City Legal Office with the support of nine (9) staff handling administrative and legal functions. Over the years, the City Legal Office has consistently provided legal services for Calapan constituencies and clients coming from other municipalities. 

SERVICES OFFERED:

  1. 1. Drafting and/or Filing of Pleadings/Motions in Civil Actions and Special Proceedings involving the City Government of Calapan and Elective Officials of the City

In accordance with Section 481 of the Local Government Code of 1991, the City Legal Department drafts and prepares pleadings and/or motions for civil actions and special proceedings involving the City Government of Calapan, the former’s component local government units, and elective officials of the city sued in their official capacity. 

  1. Drafting of MOA, MOU, Contracts, Executive Orders, Letters, Correspondence, and other related documents

The City Legal Department, upon request of its  Employees and Officials, Officials of component barangays, and Employees and Officials of partner National Government Agencies, Instrumentalities, drafts Memoranda of Agreement, Memoranda of Understanding, Contracts, Deeds, Leases, Executive Orders, Resolutions, Memoranda, Special Orders, Letters, and Correspondences. 

  1. Issuance of Legal Opinion

The City Legal Department renders legal opinion on matters and issues upon request of its Employees and Officials and Officials of Component Barangays.

4. Legal Review of MOA, MOU, Contracts, Executive Orders, Ordinances, and Resolutions

The City Legal Department reviews Memoranda of Agreement, Contracts, Deeds, other similar contractual undertakings, Executive Orders, Resolutions, and Ordinances submitted by City Government Offices, component barangays, and National Government Agencies and instrumentalities, and recommends modifications and revisions thereto.

The City Legal Office offers legal consultations and assists walk-in clients with requests for drafting basic affidavits and correspondence.
