The Bids and Awards Committee (BAC) is the primary body responsible for ensuring that all procurement activities of the City Government of Calapan are carried out in a fair, transparent, competitive, and accountable manner.

Formed under Republic Act No. 9184, also known as the Government Procurement Reform Act, the BAC oversees the entire procurement process — from the preparation of bidding documents and public advertisement of opportunities, to bid evaluation and recommending the award to the most qualified bidder.

Aligned with the vision of Mayor Paulino Salvador “Doy” C. Leachon under the Maayos na Bayan, Sigurado – Aksyon Agad II! program, the BAC is committed to ensuring that government resources are used wisely, projects are implemented efficiently, and every procurement decision directly benefits the people of Calapan.
